Summary

  • The need for Appliance labelling
  • Ballast labelling
  • CFL labelling
  • Refrigerator labelling
  • Next steps
  • Goals
The role of electrical appliances in energy efficiency
Home appliances and office equipment account for 25% of electricity use. This is the second fastest growing sector of energy use after private transport.

Test facilities

Currently, a facility for lamp testing is available. Funds have been secured for establishment of a test facility for refrigerators and implementation of this facility is presently in progress.

Ballast Energy Labelling
Ballast energy labelling has been implemented through the statutory powers of the Sri Lanka Standards Institution SLS 1200. The standard adopted is dependent on the loss measurement of the ballasts. At present, the use of electronic ballasts is under consideration.

Features of the SLS 1200 Standard for Ballasts
The star rating is determined based on the energy loss of the ballasts. Star ratings determined for ballasts used for 36/40W fluorescent lamps are given here.

Energy loss   Star rating
- Loss < 4W
4W < Loss < 6W
6W < Loss < 8W
8W < Loss < 10W
10W < Loss < 12W
- Loss < 12W No Star

(Higher star ratings indicate greater energy efficiency)

CFL Energy Labelling

CFL energy labelling is implemented through the statutory powers of the Sri Lanka Standards Institution SLS 1225. The standard adopted is dependent on the efficacy and power factor measurement of the lamps.

Features of SLS 1225 - CFLs

The energy efficiency standards for CFLs are based on international standards (IEC 969, JIS C 7607 and CIE 1989) and are modified to address Sri Lankan needs, such as the high power factor and low harmonic distortion requirements. The system is compatible with Sri Lankan testing capabilities at the SLSI Accredited NERD Centre Test Facility.

The Performance Grading is calculated based on the following formula:

    PG = (0.8 x E) + (0.2 x pf x 100)

where
PG = Performance Grading
E = Efficacy
Pf = power factor

The star rating is determined based on the Performance Grading.

PG   Star rating
- PG > 70
65 < PG < 70
60 < PG < 65
55 < PG < 60
50 < PG < 55
- PG < 50 No Star

(Higher star ratings indicate greater energy efficiency)

Refrigerator Energy Labelling
Refrigerator energy labelling is proposed to be implemented through the statutory powers of the Sri Lanka Standards Institution SLS 1230.

Features of SLS 1230 - Refrigerators
The energy efficiency standards for refrigerators are based on international standards (ISO 7371, As 2575.2 and AS 1430) and are modified to address Sri Lankan climatic conditions and market trends, such as requirements for climatic class ‘N’ in line with ISO i.e. 160C to 320C and market forces such as the need for faster ice making capabilities. The system is applicable for refrigerator classes 1-7.

The star rating is determined based on the Efficiency Rating, Er.

- Er < 0.090
0.090 < Er < 0.108
0.108 < Er < 0.138
0.138 < Er < 0.156
0.156 < Er < 0.147
0.174 < Er No Star

(Higher star ratings indicate greater energy efficiency)

Determination of the star rating is based on the following formula:

  Er = EC/V1
  V1 = Vf x Kf + Vc x Kc

Where,
Er = Efficiency Rating
EC = Energy Consumption in kWh/year
Vf = Volume of frozen food compartment
Vc = Volume of fresh food compartment
Kf = 32-Tf ; Tf = Temp. of frozen food compartment (0C)
Kc = 32-Tc ; Tc = Temp. of frozen food compartment (0C)

Calculation of Energy Consumption
If the refrigerator cycles, the energy consumed for a complete number of cycles and the corresponding time is determined using an Energy Meter and a timing device.

If the refrigerator does not cycle, either the time taken to consume at least 1 kWh or the energy consumed to operate for at least 16 hrs, whichever occurs first, is determined.

Energy Consumption for an annum is calculated, using the appropriate method above.

Calculation of Vf and Vc

  • Vf is the effective volume of frozen food compartment which can be calculated by deducting the volume occupied by movable parts retainers, lamps etc from the gross volume.
  • Vc is the effective volume of fresh food compartment which can be calculated in a similar manner.
Future Plans
  • Labelling of fans
  • Labelling of domestic refrigerators
Goals
  • To implement the voluntary standards for Fans by end 2003
  • To implement the voluntary standards for Refrigerators by June 2004
