| SLSEA launches energy efficient & environmentally sustainable transport systems…… |

| Sri Lanka Sustainable Energy Authority (SLSEA) extends its energy management activities to the transport sector, in par with the activities conducted under the energy management programme in other sectors. SLSEA is planning to develop fuel economy standards / energy labeling for road vehicles, which also needs the development of a driving cycle to simulate vehicle movement characteristics in local conditions. The development of a driving cycle is also important for the next phase of implementation of emission standards for road vehicles with more stringent testing procedures. A training programme and a seminar were held on the 7th and 8th December 2011 at the Auditorium of the Regional Centre for Lighting, SLSEA, BMICH, Colombo 07. Experts from Hong Kong Polytechnic University, CAI-Asia Philippines and local experts involved in transport policy, vehicle and road technologies were among the speakers. |

| Dr. Thusitha Sugathapala, Director General, Sri Lanka Sustainable Energy Authority discussed about the characteristics of vehicle fleet, trends in vehicle technologies and fuels in Sri Lanka, while Dr. Don Jayaweera and Dr. Lalithasiri Gunaruwan made an overview of the transport sector and the transport perspectives in the National Energy Policy. Prof. Amal Kumarage presented transport policies and planning in Sri Lanka. Prof. Wing-tat Hung, Prof. Frank Lee, Dr. Francis Tong of Hong Kong Polytechnic University presented fuel economy characteristics, development of driving cycle and health and environment risk assessment in the transport sector, while Ms Glynda Bathan of CAI-Asia Philippines discussed on environmentally sustainable transport. Prof. Rahula Attalage and Prof. Saman Bandara presented fuel economy characteristics of road vehicles and effect of road and traffic conditions on fuel economy. Mr. Anura Jayathilake discussed an environmentally sustainable transport in Sri Lanka. |

| The Sri Lanka Sustainable Energy Authority (SLSEA) was established on 01 October 2007, with the enactment of the Sri Lanka Sustainable Energy Authority Act No. 35 of 2007 of the Parliament of the Democratic Socialist Republic of Sri Lanka. The SLSEA was established considering the necessity of having an apex institution to drive Sri Lanka towards a new level of sustainability in energy generation and usage, through increasing new renewable energy and improving efficiency of energy use in the country. |

| SLSEA wishes to maintain a web-hosted registry of organisations including institutions, Non Governmental Organisations (NGOs), Community Based Organisations (CBOs) and Associations, undertaking activities in the energy sector. It is envisaged that this Registry would facilitate effective interrelations among all stakeholders, contributing to sustainable development of the country. You are hereby invited to join the Registry by filling the Application Form made available at www.energy.gov.lk and submitting it online to info@energy.gov.lk or posting it to the undersigned. |

| Sri Lanka Sustainable Energy Authority is a statutory authority within the Ministry of Power & Energy and it is mandated for conserving energy at national level. It is the focal point organization working in the field of energy conservation and management. Energy Services Companies are registered with the SLSEA for better coordination of activities in an effort to develop the energy efficiency services sector of the country. |

| Eligibility |
| |
| Organizations with a proven track record in the field of energy management by way of carrying out energy audits and designing efficient energy systems, shouldering responsibility in implementation & monitoring of energy management projects, etc., where at least one academically / professionally qualified energy management professional is in permanent employment, are eligible to apply. |

| Application forms and other particulars can be obtained from the Sri Lanka Sustainable Energy Authority. Or can be downloaded from the website. Duly perfected applications should reach us on or before 30th October 2011. Please note that Energy Services Companies who are already working with the SLSEA should also apply, as energy management regulations will come into effect shortly, and all the ongoing activities need to be updated in order to comply with that. |

| The First Grid Connected Solar Energy Power Plant in Sri Lanka |

| Sri Lanka has passed yet another milestone in the journey towards renewable energy based electricity, through installing solar plants for grid connected power generation. The first ever large scale solar plant connected to the grid with a capacity of 500 kW was ceremonially opened on 8th August 2011 by His Excellency Choi, Jong Moon, the Ambassador of the Republic of Korea, Hon. Namal Rajapaksa, Member of Parliament, Hon. Patali Champika Ranawaka, Minister of Power & Energy and Hon. Premalal Jayasekara, Deputy Minister of Power & Energy. |

| The solar plant installed at Hambantota has been realized thanks to the contribution from the Government of Korea through Korean International Cooperation Agency (KOICA). This was a grant from the Republic of Korea in 2010 under the Introduction of Clean Energy, and it will be a remarkable milestone in strengthening the friendship in between the Government of Korea and the Government of Sri Lanka. Average daily electricity generation from the solar plant is estimated to be 2300 kWh, which will result in 839,500 kWh of annual generation. Annual diesel saving of 200,000 liters will be achieved through this and it will lead to an annual CO2 reduction of 300 tones supporting environmental friendly power generation. |

| The Government has initiated renewable energy development under the theme of ensuring energy security of the country through deploying indigenous energy resources, and it is targeted at achieving 10% of power generation using renewable energy by 2015. Under the national action plan of making Sri Lanka a global energy hub as spelt out in the Mahinda Chinthana, Ministry of Power & Energy and the Sri Lanka Sustainable Energy Authority have launched various programmes in renewable energy and energy conservation with the directives of Hon. Patali Champika Ranawaka, the Minister of Power & Energy,. |

| VIDULKA 2011 |
| |
| Vidulka 2011, the Energy Exhibition organised by the Sri Lanka Sustainable Energy Authority in collaboration with the Ministry of Power and Energy, was held from August 11 – 14, 2011.
The event was a success. It was attended by large crowds, ranging from political authorities, energy professionals, academia, energy service providers, architects, school students and general public. |

The Guide provides information to investors and operators of existing renewable energy projects, investors who are in the process of developing renewable energy projects and those intending to develop and invest in such projects. |

| Guidelines given here are applicable to all projects presently operational as well as projects in various stages of development. The approval procedure is to be read in conjunction with the On-grid Renewable Energy Project Regulations 2009 published in the Gazette No. 1599/6 of April 27, 2009 and Gazette No. 1705/22 of May 10, 2011 which repeal the Schedules A, B, C and D of the Gazette No. 1599/6 of April 27, 2009 and substation of those Schedules with new Schedules. |

| Development of a Web Interface for the National Energy Balance for the Sri Lanka Sustainable Energy Authority |

Introduction
The National Energy Balance is an analysis of the energy sector performance in Sri Lanka. The Sri Lanka Sustainable Energy Authority (SEA) publishes the National Energy Balance annually, extracting information from the Energy Balance database hosted at the SEA. Energy analyses are presented in tabular and graphical forms, supplemented by brief explanations.The annual publications on the National Energy Balance include a CD containing the energy database, a statistical digest and a comprehensive publication on energy sector performance. |

Energy Balance Database
At present, the energy balance (EB) exists in the form of a simple MS Excel database but has data spanning over 4 decades. It consists of the following Excel workbooks.
- Electricity data
- Petroleum data
- Biomass data
- Key economic and social indicators
- Conversion factors and emission factors
- Energy Balance year-wise summary
Each workbook contains one or many worksheets and these sheets in turn are linked within the workbook and among workbooks. Many macros and formulae are embedded similarly.
Each year the EB database is updated, obtaining data from other relevant institutes. Data entry however, is limited only to one or few sheets in each workbook, while the other sheets get updated automatically depending on the links or formulae embedded within. |

The issues in the present database
Although this database has a wealth of information, it is not accessible to the masses since the EB is not web hosted. The present EB exists as a MS Excel database, hence, even if these workbooks would be web-hosted, it would be of little use, because extracting information from the Excel sheets is tedious, unless the user is familiar with the database. |

| Expected output |
The EB should be web-hosted and users should be able to extract data through a user friendly interface.

| Preferable location
Preferably the EB database should be linked to the homepage of the SEA website. It is proposed to upload the EB database using the “Energy Update” tab on the homepage, linking the database to the tab. The accompanying page on Historical Generation Data can be moved to the EB database. |
